if you've changed the rear pillion seat to a cover, either plastic or carbon fiber, there's your problem right there. The bag is, according to BMW, explicitly designed to work only with the standard rear pillion seat. I'd guess due to the increased grip that the seat material provides.
For various reasons, I have decided not to swap my rear seat for a cover, and I do not have the bag sliding problems that many people are reporting. I also did find a way to strap the fronts on that also seems to help a lot - on the rear pillion peg holders, way up on the bolt itself, and then I tuck in the strap under the corner of the main seat. I think it's mostly an issue of trying to get the front straps pulling down as much as possible (and not forwards).
